Background

Tunisia Accountability, Decentralization and Effective Municipalities (TADAEEM) is a USAID program implemented by Deloitte Consulting, which aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy.  Deloitte, alongside a team of partners, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize.  The project works in 12 governorates, 33 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country.

Objectives

The Communications Manager will be responsible for leading and mentoring the Tunisian communications staff to meet project and counterpart needs for multimedia information to communicate results. S/he will manage a comprehensive development outreach strategy, ensuring public awareness of the USAID TADAEEM project, facilitating information access and sharing within the project and support the strengthening of municipal counterpart communications. It is fully expected that communications products will be used to highlight TADAEEM activities to U.S. audiences and should therefore be geared toward a broad and experienced audience.

Responsibilities

  • Implements creative and innovative communications to showcase TADAEEM results/outcomes;
  • Writes, edits and oversees the production of publications, including newsletters, reports, photos, infographics, social media messaging, etc., in compliance with USAID branding guidelines and organizational policies;
  • Facilitates discussions with project staff to conceptualize, design and develop infographics, charts, maps and other visual content to translate technical findings into user-friendly products for non-technical audiences;
  • Leads the development and dissemination of marketing materials, social media content, and other mediums to amplify content generated from project activities;
  • Assists regional offices and activities with their communications messaging and materials to amplify impact, consistent with USAID branding and marking requirements;
  • Ensures TADAEEM supported events communications materials including branding, media kits and press statements, photo/video/digital media support and storytelling, talking points and briefers for spokespersons;
  • Conducts public speaking training for USAID approved TADAEEM staff spokespersons to ensure consistent and clear messaging when representing USAID publicly;
  • Fosters participation and builds capacity for knowledge management and dissemination strategies; and distills, captures, and packages TADAEEM’s lessons learned; and
  • Any other tasks as assigned by the MEL Director or project leadership.

Qualifications

  • Bachelor’s degree with significant study in relevant field plus at least 5 years of progressively responsible experience in international development and/or some combination of journalism, public relations, communications, and outreach – or – Master’s degree with significant study in relevant field, plus at least 2 years of progressively responsible experience in international development and/or some combination of journalism, public relations, communications, and outreach.
  • Relevant fields of study include – but are not limited to – journalism, communications, international relations, international development, public administration, development/area studies, and social studies.
  • The candidate must have native English level writing proficiency and a demonstrated ability to communicate concisely and clearly, impactful results.
  • The candidate must be fluent (speaking, reading and writing) in French and/or Arabic.
  • Minimum 3 years’ experience supporting government public communications on results
  • Minimum 2 years’ experience with USAID projects
  • Ability to synthesize complex technical issues and data into language that is accessible and compelling to external audiences; experience working in technical areas such as monitoring and evaluation, and governance preferred.
  • Proven writing and editing skills, and ability to understand technical content and translate it into lay language for a variety of audiences.
  • Demonstrated ability to think strategically, creatively and to use initiative, and to find innovative ways to respond to emerging project needs.
  • Strong writing skills with an ability to tailor the tone, content and form of written output in line with a range of different audiences and to suit a variety of formats; ability to synthesize and simplify information and communicate it in a lively, accurate and understandable manner.
  • Detail-oriented and deadline-driven with strong organizational skills, and ability to work in a dynamic and agile environment with changing requirements and priorities.
  • Knowledge and understanding of USAID programs, branding, and communications style.
  • Strong cross-cultural, interpersonal, management and collaboration skills in highly complex structures involving multiple teams and stakeholders.
  • Demonstrated ability to work effectively as a member of a fast-moving and multicultural team while maintaining a client-centered focus.
  • Ability to meet deadlines under extreme pressure, build consensus and work with diverse groups of people.

Reporting and Supervisory Requirements

The Communications Manager will report to the MEL and Strategic Communications Director, DCOPs and COP. S/he will supervise approximately six communications staff, with the potential responsibility of training and guiding regional staff.
