Destination Competitiveness Team Leader 

Role and Responsibilities
The Destination Competitiveness Team Lead will be a senior manager who leads the destination competitiveness team and portfolio to advance Tunisia as a competitive tourism destination, including legal and fiscal policy reform, enterprise development, investment promotion, institutional capacity building, and access to finance and destination sustainability. Under his/her leadership, the team will build capacity of key public and private institutions and counterparts, private sector associations, and will strengthen the public policy framework for tourism growth. The team lead will lead the design of business growth strategies and an intervention plan while actively championing environmentally and socially responsible business practices, a forward-looking national tourism strategy and enhanced sector regulations. This includes developing a national tourism strategy and advancing Tunisia on the World Economic Forum indicator index. Additionally, the Destination Competitiveness Team Lead will lead activities supporting small businesses in terms of capacity and improved access to finance and promote best environmental management practices. The team lead will provide overall component-related technical and managerial guidance, local subcontracting, and management of grants that may be made to beneficiary organizations.
• As part of the senior project management team, lead the development and implementation of strategies and work plans to achieve component’s objectives; monitor implementation, develop and introduce changes to the work plan according to work progress results and newly identified client needs
• Provide necessary direction and support for the timely completion of work plan tasks and the achievement of component goals and objectives
• Work closely with and supervise the technical work of all local and expatriate consultants recruited including scope of work development, managing consultants’ work; teaming up with consultants to deliver assistance to partners, developing reports, PowerPoint presentations and other deliverables; and setting meeting agendas pertinent to any technical assistance provided by the consultant(s). Ensure compliance of consultants’ deliverables with the agreed to scope of work and that reports are of high technical quality and good overall readability, and in accordance with USAID and Chemonics standards
• Produce plans and written reports on project elements or technical areas as required
• Provide strategy-level support to the Chief of Party and other component leads in program implementation of the various initiatives under USAID Visit Tunisia Project’s destination marketing track

Desired Qualifications
• Demonstrated effective management, communication, and diplomacy capabilities, with experience interfacing with high-level government counterparts as well as investors and entrepreneurs
• Demonstrated experience successfully leading major initiatives at the national strategy and government level in legal and fiscal policy reform, enterprise development, investment promotion, and/or institutional capacity building
• Experience in institutional development, strategy development and economic growth, including business finance
• Familiarity or experience in destination environmental management best practices and certifications
• Background in business or management consulting highly desired, bringing an understanding of the intersection between business needs and policy development
• Track record in effectively managing teams and budgets
• Advanced degree in management, law, economics or a related field
