SYRA Tunisie est une société d’assistance technique basée à Sousse. Dans le cadre de nos activités en Afrique et pour le compte d’un de nos clients, nous recrutons pour un projet au Cameroun, le profil suivant :

  • Project Manager

1. OVERVIEW          

Leads and manages assigned project(s) reporting to the Project Owner (Country CEO or as defined otherwise) with dotted line to corporate PM&E Project Management with the following contributions:

  • Making sure that Group security and safety policies are applied on every project and that these projects are delivered with zero harm, for the Group to become the “Best in Class” in construction world,
  • Providing effective and efficient project management expertise in delivering on time, budget and quality to the project in Cement, AFR, Power, Logistic, Aggregates and RMX,
  • Understanding, leading and interfacing with experiences contractors to execute the projects in terms of quality of engineering and equipment, site safety, efficiency in construction quality of the installation, fast plant ramp-up to production, on time and budget,
  • Coordinating with Regional PM&E Manager and Regional Support Organizations.

Under the guidance and supervision of Project Owner (Country CEO ) and Steering Committee (as Guidance & Executive Body) the Project Manager is responsible for:

  • Managing the project feasibility focusing on front-end project definition (phase 1), planning to request for approval (phase 2), implement/start-up commissioning (phase 3) and completion (phase 4), until the complete hand-over to Country operations,
  • Delivering an operable investment in compliance with the safety corporate objectives, reaching the quality and technical performance targets, meeting the time schedule milestones and within the budget in accordance with the business objectives,
  • Developing a project organization structure that can respond quickly and effectively to the project requirements in each phase of the project,
  • Developing, organising, delivering, managing and controlling the entire Project execution including all technical and to the largest extent possible, the non-technical aspects of the project.

In addition, the PM shall:

  • Require strong leadership and capacity to influence in order to finalise a project “high quality”, “on time”, “within budget” and with “zero accidents”. Therefore, he/she needs to have soft and technical competencies in project management, engineering, construction, start-up and commissioning.
  • Handle a broad range of topics ranging technical to complex administrative and non-technical issues, in difficult and changing environments and within a framework of extensive cultural diversity

 3-RESPONSABILITES 

The Project Manager:

  • H&S :
  • Contributes actively to establish Health and safety standards for project executions for the group,
  • Ensures Health & Safety values, safety and security in design, in construction, etc,
  • Implements change culture in project health and safety

 

  • Acts as a “ Service Provider “ to the steering Committee within the framework of a precise mandate, with a clear role and clear responsibilities,
  • Establishes a project team and management organization that can respond quickly and effectively to the project requirements including people from PM&E, Performance & Cost, Group/Region experts, Country, external consultants and sub-contractors, to the extend required,
  • Gets adequate power of attorney ( to be specified at the beginning of the project) from the CCEO, for commitments on contracts, purchase orders and approvals required, 
  • Decides, within the delegation defined by the steering Committee and specified in the Project Implementation Plan, on the project governance and organization,
  • Ensures the project is resourced and is formally and efficiently planned,
  • Directs day-to-day activities of the projects risk analysis with his/her responsibility,
  • Organizes and conducts formal projects risk analysis with the Owner and Steering Committee,
  • Collaborates with Performance & Cost, Project Financial Control, Group/Region, Country departments and OP to obtain their inputs on the project,
  • Manages all third parties contracted during the project life cycle
  • Reviews, with the steering Committee all aspects related to safety, security, costs, schedule,  quality and performance, risks and their mitigation
  • Is in charge of the project from inception to delivery, and covers all the technical and non-technical aspects of the project allowing the plant to be operated including but not limited to land acquisition, permitting, site preparation, quarry, production facilities, infrastructures such as power supply, water supply, roads, railways…, 
  • Is responsible for the implementation of companywide policies, guidelines and standards in all disciplines
  • Promotes interdisciplinary collaboration and information exchange within PM&E turn tables and councils
  • Covers following major tasks:
    • Safety: engineering, transport, construction, stars up/commissioning and hand-over to the Owner
    • Financing, Accounting, Human Resources, Permitting, Stakeholders management
    • Project controls:
      • Cost
      • Scheduling
    • Administration of the project
      • Procurement : Sourcing, Purchasing, Administration of contracts and purchase orders
      • Claim management
    • Engineering, Construction, Start up and commissioning and Coordination
    • Supports the country for a smooth transition to operation after the handover of the project,
    • Prepares the agenda and the project data for the Project Steering Committee meetings,
    • Prepares the agenda and the project date for the project Steering Committee meetings,
    • Prepares timely monthly and quarterly project progress reports following PM&E reporting standards.

Exigences de l'emploi

  • EDUCATION/QUALIFICATIONS:
    • Master Degree, preferably in mechanical, civil, electrical or process engineering
    • Post graduate in Business Management is an advantage
    • Proven project management experience preferably in cement and/or similar type of heavy industry with a minimum of 5 years in industrial construction related fields
    • Cement Operation experience would be an asset
  • EXPERIENCE:
    • A solid achievement in industrial facility project management, and major capital investment projects
    • Multiple, major capital projects and International and multicultural experience
  • KNOWLEDGE AND SKILLS:
  •  

    • Familiar with industry processes, engineering standards and equipment in the cement or similar industries.
    • A knowledge of industrial machinery for heavy industry applications
    • Proven track  record in industrial construction project management, estimation, project controlling and contract claims management and arbitration
    • Knowledge and experience in construction and labor management
    • Knowledge in construction specifically for emerging and developing countries
    • Knowledge of design and engineering scope, cost and schedule control tools    
    • Team player and committed to ethics and group values
