Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.
The association leads, on average, 190 projects each year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France.
The PUI Coordination office has been present in Tunis since 2017. It remotely manages the activities of the Libyan PUI mission where it currently has two bases in Benghazi and Al-Kufra (Esastern Libya). Mobile clinic activities, capacity building and support to the MoH and detention centers are currentky developed.
1.Procurement
- Conduct market assessments, collecting request for quotations (EQRs) and ensuring their quality.
- Liaise with PUI suppliers and service providers to request quotes, follow-up on offers and to ensure timely and safe delivery of goods and services, in compliance with PUI procurement procedures and transport optimization.
- Checks the quality of purchase files from PR reception, till the end of the procurement, ensuring the application of PUI procedures and guidelines.
- Responsible for the daily management of all received cash advances, and for their timely reconciliation with the Administration Officer, by the end of each working week and by the end of each month.
- Under Log Manager’s Supervision, he/she is responsible to collect, verify, update documents provided by suppliers to make sure they reach PUI administrative/log standards before to submitting them to the Log Manager.
- Ensure a regular communication with the Logistics Manager, receiving Purchase Requests (PRs).
- Provide feedbacks and guidance to the Logistics Manager regarding suppliers and prices
2. STOCK AND ASSET MANAGEMENT FOR TUNIS OFFICE
- Manage delivery of purchased stock and asset items to PUI Office/GH, arranging and optimizing their transport with suppliers.
- He/she is then responsible to submit the items purchased and the GRNs to the Log Manager for final reception into PUI stock, who handles final validation and archiving.
- Ensure all IT and communication equipment is kept functional and properly serviced.
- Carry out regular back-ups of staff’s computers, as required by PUI policies on data management.
- Assist the Logistics Manager in a monthly audit of Stocks and Assets in Tunis premises (GH and Office).
3. IT and communications
- When mandated by the Log Manager, he/she organizes and supervise the upgrade, repair, and maintenance of the Tunis office and GH IT structure. This includes internet provision, computer hardware and software maintenance, and communication items’ maintenance (phones, projectors, etc…).
- Responsible for the creation of a standard Contact List Tree inside all Coordination mobile phones (expats + visitors).
4. Fleet management and driving duties
- When instructed by the Log Manager, is responsible to drive PUI staff members, following PUI Movements SOPs, PUI Drivers’ Code of Conduct and Tunisian traffic laws and regulations.
- Handle pick-ups / drop-offs of expat staff and visitors at the airport, or facilitate the liaison with local taxi drivers.
- Ensures that every vehicle has seat belts, a spare tire, a first aid kit, a fire extinguisher, PUI’s logo, the discharges of liability, etc., as required by PUI’s SOPs.
- Responsible for the car dispatch board to be updated with the weekly movement schedules.
- Ensures that vehicles are safe, regularly serviced and road-worthy, cleaned and fueled.
- Initiates regular maintenance on car / fleet; liaises with external car rental contractors in order to check that vehicles are road-worthy and to solve possible issues.
5. premises management
- Carries out regular checks on the physical conditions of the GH and Office premises, and alerts the Log Manager in case of issues.
- Organize and supervise any necessary repairs to PUI premises, managing purchase files related under Log Manager’s supervision
- Supervises works carried out by technicians / workmen. Early detects and alerts Log Manager in case of problems related to works.
6. REPORTING
- Responsible for the timely update of the Suppliers’ Database, Price-List, etc.
- Responsible for the creation and regular update of a database to keep track of software’s expiration deadlines and prompts for their renewal.
- Use fleet maintenance tools to track the conditions of the fleet / vehicles, in order to minimize the risk of accidents.
- Record accidents or damages to the vehicles in through specific incident reports, to be submitted to the Log Manager.
