The ICRC Delegation in Libya – temporarily located in Tunis – seeks to fill the following position:
Human Resources Assistant
The position is based in Tunis
Under the supervision of the HR Manager, the HR Assistant is responsible for providing support and contribute to HR services delivery and HR projects in accordance with ICRC principles and values, ICRC and delegations’ policies and applicable laws and regulations.
MAIN TASKS
General support
Provide administrative support to HR Manager including correspondence, translation of HR documents between the 3 languages (English, French, Arabic), posting of HR information and documents on relevant team spaces (collaborative tools) and filing
Promote and apply equity and neutrality as part of the culture of the organization
Keep her/himself well aware of ICRC policies and processes
Proactively contribute to create and maintain a solid team spirit, efficient collaboration and cooperation with all HR interlocutors (TUN, Libya)
Communicate and act with caring attitude, openness and true respect, offering qualitative HR support and services
Can act as interpreter / translator in HR meetings
Act as back-up for the HR Management Assistant
HR Support for employees
Answer employees’ questions and provide guidance on HR matters under scope of responsibility
Can assist HRM and take part in HR projects: provide administrative and organizational support and contribute to the preparation, implementation and follow up
HR Administration for employees
Create employees’ files and maintain them UpToDate
Maintain HR databases and information accurate and up to date (Strategic, HR space, employees’ data for resident and mobile staff, etc.)
Manages the hiring process (from contract edition till end of probation period):

- Prepare contractual documents and information and conduct HR on boarding meeting for new employees
- Participates to new employees’ HR briefing (led collectively by the 2 HR Assistants)
Schedule and send end of probation period and contract renewal evaluation forms
Proactively collect and update job descriptions for residents and mobiles, and maintain database
Provide managers with generic JD when relevant, information and advice, ensuring timely disposal and update of JDs
Maintains HR processes up-to-date, including update of standard forms and templates in 3 languages (English, French and Arabic)
Absence Management
Collect absence sheets from resident employees and enter data in the system
Edit quarterly reports and sends them to line managers
Inform all staff re. absence management and rules incl. mobiles
Contribute to absence monitoring, inform HRM of potential issues
Compensation and benefits
Process, check and send monthly data needed for the payroll (new employee’s information and variable data)
Run the monthly payroll process including quarterly and yearly consolidation in close coordination with TUN_HR, ensuring proper salary calculation and compliance of ICRC HR systems (strategic and HRSpace) and liaise with finance for timely payment of salaries.
Does the yearly legal compliance check and documents
Keeps aware of Tunisian regulation and updates
Liaise with external HR providers and interlocutors
Ensure employees registration with the CNSS, Health insurance
Collect medical bills from employees, prepare bordereaux for the Health insurance on a weekly basis and liaise with HRR Tunis and/or health insurance for reimbursement
Provide information and support to staff regarding health coverage
Can act as backup for the payroll process in TUN
Mobiles: Employees’ relation and reporting
Provide information and support to mobiles, liaise and facilitate interaction with other services (Admin, Premises, Welcome) and HR at HQ when relevant, in a professional and trustful manner
Proactively collect information regarding policies applying to mobile staff
Fill and update the ‘mobile staffing list’ and other relevant reports (local or for HQ)
HR projects and HRM support
Assist HRM and take part in HR projects: provide administrative and organizational support and contribute to the preparation, implementation and follow up (new PMD for 2020)
Maintains HR processes up-to-date, including update of standard forms and templates in 3 languages (English, French and Arabic) when requested
REQUIRED PROFILE
- High school or professional diploma and 4-5 years’ work experience in a similar field
- Fluent (written and spoken) in English / French and Arabic
- Very good communication and organizational skills and team spirit Computer literate with excellent knowledge of excel and power point
- Capacity to apply ICRC rules and procedures
- Capacity of treating information confidentially
- Strong interest in humanitarian
