Duty Station: Sfax (with some travel throughout Tunisia)Duration: 11 Months (with good prospects for extension)Subject: National Project OfficerStarting date ASAP (no later than April)Job DescriptionThe Innovation and Planning Agency Switxboard SUARL (IPA) is looking for a nationalproject officer (w/m/d) to support the « Basta Harraga Project” (BHP) in Tunisia. The BHP issupported by the European Commission’s Asylum, Migration and Integration Fund (AMIF)and the Austrian Interior Ministry and will be implemented as of March 2021 by EBprojektmanagement GmbH (EBP) in Austria through its implementing partner IPA in Tunisia.The BHP tries to establish direct contact and involvement of Tunisian and third countrymigrants to better care for those in particular need of protection and to ensure access tohelp. The target groups are assisted with psychosocial support counseling and safe spaces,facilitating reintegration in their country of origin, information and legal services in Tunis,Sousse, Sfax and Zarzis. It is further hoped that alternative solutions and perspectives canbe developed to counteract irregular migration.Under the line management of the national project coordinator, the national project officer isbased in Sfax and leads the office’s day to day affairs with a special attention to managesubcontracted activities.The project officer will formally line manage the social team consisting of 2 psychologists and5 social workers and ensures the overall functioning of the office with the assistance of aremote support team as well as adherence to IPA’s Code of Conduct and standard operatingprocedures.The ideal candidate combines professional management experience with a flexible hands-onattitude. He/She should bring a high level of social engagement, understanding of migrationissues and motivation with the ability to lead teams and to work independently to this excitingposition.Responsibilities and tasks• Leads and supports social team; ensures smooth operations and adherence to EBP /IPA policies, guidelines, donor requirements, national laws and procedures• Manages and supports the subcontracted activities of Tunisian civil society partnerorganizations in line with project planning, timelines, funding modalities, finance andnarrative reporting requirements, etc.• Represents IPA Sfax office and manages stakeholder relations in consultation withnational coordinator and social team• Develops and plans activities and conducts regular team meetings and consultationswith national project coordination• Ensures follow-up of work and activity plan and performance indicatorsYour Profile• Documented results related to the position’s responsibilities• Strong managerial skills (incl. finances)• Knowledge about own leadership skills• Excellent communication skills, both written and verbal• Experience to establish collaborations with local government, different stakeholdersincluding capacity to resolve issues through coordination and advocacy• Resilient and ability to deliver results in fast-paced, flexible environment• Empowering and building trust• Highly desirable background in migration related issues, refugee law, and / or GBV
