Job DescriptionThe Innovation and Planning Agency Switxboard SUARL (IPA) is looking for an teamleader Sfax andZarsis (w/m/d) to support the « Harraga Project” (HP) in Tunisia. The HP is supported by the EuropeanCommission’s Asylum, Migration and Integration Fund (AMIF) and the Austrian Interior Ministry and willbe implemented as of March 2021 by EB projektmanagement GmbH (EBP) in Austria through itsimplementing partner IPA in Tunisia.The project tries to establish direct contact and involvement of Tunisian and third country migrants tobetter care for those in particular need of protection and to ensure access to help. The target groups areassisted with psychosocial support counseling and safe spaces, facilitating reintegration in their countryof origin, information and legal services in Tunis, Sousse, Sfax and Zarzis. It is further hoped thatalternative solutions and perspectives can be developed to counteract irregular migration.The project will support Tunisian civil society organizations that are active in the migration and / orprotection and / or small-scale business or livelihood sectors for the following thematic areas:• social support structures for vulnerable groups and persons of concern• income generating and job creation activities• cultural, sport and information events and activities (for youth)The support role focuses on team leading in Zarsis and Sfax, technical management, development andfollow-up of specific designed procedures and systems as well as monitoring and evaluation tools:• leading the team in Zarsis and Sfax: Team management, staff deployment and control, staffmanagement, monitoring of indicators, budget management, quality assurance, regionalnetworking with stakeholders, support of the team in operational implementation.• partner organization identification process and establishing a network of relevant stakeholderswithin the project area: under the assistance of the national and international project coordinationthe consultant is expected to develop and implement an objective selection matrix that takes thethematic intervention sectors as well as organizational and implementation capacities intoaccount as well as establish a network of relevant stakeholders (organisations, ngos, providers,companies, …)• providing practical support to the establishment of small-scale enterprises: under consultationwith the IPA project development officer, the consultant is expected to establish and follow-up acomprehensive check list regarding the legislative, fiscal and administrative requirements toestablish and formally register small-scale enterprises and income generating activities.Furthermore he/she should develop templates for developing business plans for developingenterprises, which could easy used by the target group. Developing and providing technicalfeedback regarding individual as well as associative business plans; the consultant is expected toespecially review feasibility considerations on a technical, market and finance level.• Evaluating and provision of technical feedback regarding the individual career, training andpersonal development plans that are established by the project’s social counselling teams; theconsultant is expected to follow-up case studies to sythesize best practices and lessons learnt• Monitoring and evaluation of the impact of the project’s employment creation objectives; theconsultant is expected to develop tools to assess concrete total output quantities and outcomequalities in the form of case or tracer studiesUnder the line management of the international project coordinator, the iteamleader is based in Sfax andmanages the subcontracted activities of partner organizations in all project cycles throughout theprojects’s intervention zone in Sfax and Zarsis.The ideal candidate combines solid technical management skills with professional experience from INGOsub grant programs that target local civil society partner organizations that are active in the notedmigration and / or protection and / or small-scale business or livelihood sectors.He/She should bring a flexible hands-on attitude, a high level of social engagement and sensitivity for theprotection and migration related tasks to this position.Intercultural communication skills and the experience to establish working collaboration with key teammembers as well as professional cooperation and representation competences regarding diverse civilsociety, local authorities and further stakeholder contacts.

Qualification and education requirements:• Relevant diploma (e.g. business administration, management) or relevant experience inhumanitarian, development or business related projects• Professional experience in sub grant programs in an international cooperation and / or
humanitarian and / or development context ideally in migration and / or protection and / or small-scale business or livelihood sectors
• Documented project cycles competences especially from the international INGO context and subgrant procedures• Technical documented skills regarding the development of tools and procedures to support andto monitor and evaluate employment creation, small-scale entrepreneurial and income generationactivities with special attention to associative business plans as well as individual career andpersonal development planning• In-depth understanding of civil society and further national NGO capacities and functioning inorder to provide on-the-job technical training and consultation inputs• High level of intercultural sensitivity and communication skills; ability to stay focused in fastpaced work environment to ensure results• Team management expertise• Computer skills (Microsoft Outlook, Word, Excel, Power Point )Language:• Fluency in French and English (Arabic and / or German is a plus)• good writing and translation skillsConditions• Salary / renumeration according to qualification and experience• 10 months contract (good contract extension prospects)Send no later than 5.05.2021 your motivation letter and CV in one PDF file with your monthly salary /renumeration expectations to
