The United Nations Multi-sectoral seeks for a highly experienced Finance Manager to join the UN diplomatic mission in the region. Under the overall guidance of the Project Manager, the Finance Manager is responsible for efficient financial resources management and the provision of accurate, thoroughly researched and documented financial information, effective delivery of financial services, transparent utilization of financial resources and management of the Country Office’s Finance Unit. He/she analyzes and interprets the financial rules and regulations and provides solutions to a wide spectrum of complex financial issues. The Finance Manager promotes a client-oriented approach consistent with UN rules and regulations.
The Finance Manager supervises support staff of the Finance Unit and works in close collaboration with the Programme, Support Services, and project teams in the Operational Hub ensuring successful delivery of financial services.
Key Duties and Responsibilities
1. Ensure effective and accurate financial resources management and oversight. Ensures Proper planning, expenditure tracking and audit of financial resources, in accordance with UN financial rules and regulations.
2. Ensure implementation of operational strategies and procedures. Elaboration/establishment of internal standard operating procedures and control of the workflows in the Finance Unit and in coordination.
3. Support timely budget preparation and effective monitoring and control. Identification of administrative budgetary requirements.
4. Ensures proper Country Office’s cash management and treasury functions. Timely review of cash position for local accounts to ensure sufficient funds on hand for disbursements.
5. Ensures proper control of Country Office accounts and payments. Ensuring proper receipt, management, safeguarding and disbursement of payments handled by the project; review, modification, initiation and implementation of internal control procedures.
6. Provides support to knowledge building and knowledge sharing. Organization and conduct of training for the operations/ projects staff on Finance.
7. Personnel Management: Provide oversight ensuring compliance by team members with existing policies and best practices. Lead, supervise, and motivate the project team.

Education/Experience/Language requirements
-Education:
• Master’s Degree in Accounting, Business Administration, Financial Management, Finance or related field.
• A First Level University Degree with additional 2 years extensive experience in accounting, auditing, budget or finance may be accepted in lieu of the Master’s Degree requirement
• Certified Public Accountant or equivalent professional qualification an asset.
• Membership from a recognized professional accountancy body advantageous.
-Experience::
• Minimum 7 years of progressively responsible professional accounting experience with responsibility for project accounting and preparation of financial statements in a computerized environment.
• Practical experience with UN financial management procedures, with special emphasis on finance, accounting, disbursing, reporting and other financial controls based on established procedures, including holding the Office’s imprest account is required.
• Good knowledge of UN financial regulations and rules; with special emphasis on application to financial reporting is required
• Working knowledge of one UN or familiarity with any Enterprise Resource Planning Financial application is an asset
• Strong computer skills, including proficiency in word processing and spreadsheets and experience with MS Office 2010 and/or newer versions.
• High proficiency software packages (G Suite) or other related software related to the positions field of expertise is required
• Hands on experience for management of operations is highly desirable.
