Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization.
Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by naturaldisasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.The association leads, on average, 190 projects each year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery.
PUI is providing assistance to around 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France.
PUI is launching a health intervention in Benghazi which aims to improve access to quality healthcare for populations affected by the ongoing conflict in Benghazi and its surroundings.
JOB DESCRIPTION
Overall objective
Under the supervision of Finance and Administration Officer, he/she is responsible of a high standard HR, finance, administrative management and secretariat to the Libyan mission to ensure that PUI activities are running in an effective and efficient manner in compliance with PUI and donors’ procedures.
Specific Goals and Related Activities
Finance management:– Responsible of Tunis Coordination cashbox and cash payments- Fill Cashbook and Accountancy tools monthly under the supervision of FAO and FAC- Ensure a proper financial and procurement compliance in respect of the local regulations (Tunisian and Libyan)- Ensure the payment of Taxes and Social Security after validation of FAO to the local administration departments- Ensure quality accounting vouchers and proper archiving system in coordination and Libyan field levels- Print Accounting Vouchers and match with related invoices and procurement files- Ensure the first check of the procurements files and invoices at Coordination and Field levels- Responsible of the good electronic archiving system: Scanning accountancy vouchers, invoices, procurement files- Archive the scanned vouchers, invoices and procurement files and send the original documents to HQ
Human Resources management:
– Prepare and/or gather supporting documents related to each local and international HR personal folder- Support travel arrangements for international staff, national staff and visitors by booking flights in a timely manner andcirculate internally the follow-up document- Follow-up the procedure for all legal requirements for the access of international staff (Follow-up on Libyan visas,Security clearance, Telex, Tunisian visas, residencies, Work permits)- Responsible for preparing International and National staff timesheets on a monthly basis
Support administration management :
– Provide secretariat support for writing official letters and translations (from English or French to Arabic or from Arabicto English or French)
In General, the Employee has to remain flexible and to perform other duties as required for the good running of the mission.
NB: This job description may be subject to modifications in the future, depending on the evolution of the activities. These modifications will then be defined and discussed between the Employee and PUI
Exigences de l'emploi
– University degree in administration, accountancy and/or finance and/or HR
– NGO procedures knowledge
– Previous experience in an INGO is an added value
– Knowledge of Tunisian local regulations and authorities
– Knowledge of the Libyan context
