Project Background:

The USAID TAHSEEN Project will support the Government of Tunisia (GoT) to design and develop reforms, systems, and mechanisms to enable inclusive economic growth. TAHSEEN will focus on e-Governance and economic reforms, including fiscal and budgetary reforms, based on international standards and best practices. The project will provide technical assistance to improve e-governance, budgeting, and expenditure control to promote greater efficiency, facilitate investment and trade, and encourage greater public-private dialogue. TAHSEEN will achieve results through three main objectives:

  • Enhancing Capacity of the GoT to Manage Public Finances
  • Advancing Reforms in the Business Climate
  • Improving Communications, Engagement, and Consultations Between the GoT, Private Sector, and Civil Society
  • Purpose:

    The Procurement/Grants Assistant will work under the guidance of the Procurement/Grants Manager to provide administrative support for TAHSEEN’s procurement of goods and services as well as provide support during the entire activity life-cycle to include: review of activity budgets during program design; financial monitoring and financial reports review for cost reimbursable grants instruments; and financial reconciliation during activity close-down.

    Responsibilities and Key Tasks:

    • Assist in drafting bidding documents, evaluation reports and contract award submissions, ensuring consistency in format and content.
    • Process invoices for goods and services delivered with accuracy and completeness or documentation and timely payment. Follow up to completion and inform clients
    • Actively working with clients to provide and exchange information on a variety of issues in procurement processes and transactions, to deliver correct and timely services.
    • Ensure proper maintenance and safe storage
    • Prepare accurate inventory lists and adequate property records for the office
    • Carefully monitor the movement of equipment; implementation of an equipment management and accounting system for all equipment and managed by the office, in accordance with DAI equipment policy
    • Provide assistance related to TAHSEEN staff travel, ensuring the appropriate processes and procedures are followed.
    • Assist in maintaining TAHSEEN grant records and prepare all modifications to resolve
    • Conduct cost analysis of grants during design phase of grant development. Considered budget estimates to ensure costs are reasonable, allocable and allowable and comply with donor regulations.
    • Assist the Procurement / Grants Manager to monitor budget activity by budget trackers.

    Exigences de l'emploi

    Preferred Qualifications:

    • At least 3 years of professional experience required. Experience in procurement, grants management, business, finance, or related field preferred.
    • Bachelor’s degree (or equivalent) in related field of study.
    • Experience with USAID projects preferred. Experience with international donor-funded projects also an advantage.
    • Excellent organizational skills and attention to detail, ability to prioritize and manage multiple tasks.
    • Experience and familiarity with DAI systems and preferred procedures.
    • Oral and written fluency in English. French and Arabic experience preferred.
