Project Background:

The USAID TAHSEEN Project supports the Government of Tunisia (GoT) to improve public financial management.  TAHSEEN focuses specifically on enhancing and upgrading the government’s public financial management information system (PFMIS) to increase the efficiency, transparency, and predictability of public finances.  The project strengthens the government’s capacity to carry out fiscal, budgetary, and revenue collection mandates and advances electronic services to optimize regulations, procedures, and authorizations that reduce the cost and time burden on businesses, facilitate investment and trade, and promote innovation. Finally, TAHSEEN works to strengthen communication between policy makers and the public to build a common understanding of the constraints to—and opportunities for—economic expansion.

Purpose:

The Network Engineer will play a key role on the IT Project Management team, providing software design and development expertise, as well as coordinating closely with the GoT Ministry of Finance (MOF).

Responsibilities and Key Tasks:

  • Provide technical expertise for Public Financial Management Information System (PFMIS) diagnostic with the MOF and contribute to PFMIS diagnostic report to USAID.
  • Work with internal and external stakeholders to determine PFMIS core functional and technical requirements.
  • Contribute to development and design of PFMIS.
  • In coordination with Software Team, design and implement core PFMIS modules.
  • Provide quality assurance tests to ensure operability of PFMIS modules.
  • Manage migration of data from existing IT system.
  • Other tasks as needed.

Exigences de l'emploi

Qualifications:

  • At least 7 years of professional experience, including significant experience in software development and IT project management.
  • Bachelor’s degree (or equivalent) in Computer Science, Computer software/computer systems engineering or related field of study. Advanced degree preferred.
  • Experience with USAID projects preferred. Experience with international donor-funded projects also an advantage.
  • Experience assessing, designing and implementing new network solutions and/or improving the efficiency of current networks.
  • Experience providing inputs and quality assurance to IT-focused request for proposals (RFP) also an advantage.
  • Oral and written fluency in English. French and Arabic experience preferred.
