The ICRC Delegation in Libya – temporarily located in Tunis – seeks to fill the following position:
Human Resources Officer/Trainer The position is based in Tunis
As HR Officer S/he is responsible for staff administration within the Delegation. S/he delivers/ provides HR services in line with the ICRC’s and the delegation’s policies as well as the applicable laws and regulations.
As Trainer S/he drives and implements learning and development programs according to set objectives for the region and contributes to deciding learning programs’ strategic orientations and evolution.
MAIN TASKS
- Ensures the correct application of the staff-management policies are applied correctly.
- Contributes to drafting local staff policies/HR tools (including salaries, promotion, staff files, and medical files), and implements them
- Ensures that the welcome and integration of new hired employees are welcomed and well-integrated
- Promote and apply equity and neutrality as part of the culture of the organization
- Keep her/himself well aware of ICRC policies and processes
- Proactively contribute to create and maintain a solid team spirit, efficient collaboration and cooperation with all HR interlocutors
- Carries out administrative follow-up on HR-related issues (conflict management, trainings, etc.).
- Communicate and act with caring attitude, openness and true respect, offering qualitative HR support and services
- Acts as a focal point for employees on HR general HR-management issues
- Supports the HR projects and initiatives in the field
- Act as back-up for the LSU HR Officer 1 and HRM
- Actively assist HRM and take part in HR projects: provide administrative and organizational support and contribute to the preparation, implementation and follow up
- Liaise and coordinate with HR team members in the AoR and provide them with adequate support when relevant
- Contribute actively to maintain HR files in the TS_Libya, Act as focal point in the AoR for questions related to HR files in the TS.
- Maintains HR processes up-to-date, including update of standard forms and templates in 3 languages (English, French and Arabic) when requested
- Can act as interpreter in HR meetings (internal or with external Arabic speaking interlocutors) and translate HR related documents when requested/needed.
- Issue ICRC ID cards for LY and LSU staff
Institutional trainings – Trainer
- Act as focal point for trainings, informs employees about training opportunities and mechanisms: institutional trainings, I-Develop, local language courses,
- Ensure information is circulated timely,
- For institutional trainings: circulate the invites, collect applications and follow up with LnD centers, applicants and their line managers.
- Establish constructive relationship with LnD centers
- Keep herself informed about LnD offers and development, including e-learnings.
- Carries out and provides support for learning and development programs
- Train other HR team members on HR trainings to be delivered to staff and managers, and deliver them herself,
- Facilitate HR sessions/workshops when relevant
- Contributes to designing, developing and evaluating learning and development programs
- Contributes to the administrative and logistical organization of learning and development programs
- With the support of LnD trainers, conduct different modules of ad hoc training designed by the LnD
- Design the yearly planning for the course « Working with the ICRC »
- Identify and invite resource persons according to topics/ availability/ target population
- Briefing of resource persons and providing them with the respective training documentation
- Inviting participants
- Organize training facilities (venue, services, stationary)
- Organize training support
- Prepare of the handouts and course material
- Monitor the attendance to the course
- Ensure the perdiems and Hotel booking for the attendees
- Participate at the annual TR meeting and possibly training of trainers course (ToT) necessary for the achievement of the objectives of the TR’s function
- Contribute to the preparation of candidates for the SIP
- In collaboration with the management, ensure that participants working in remote structures benefit from a similar support as those working in the delegation.
Recruitment
Ensure efficient and timely recruitment process in accordance with ICRC policy and delegation’s recruitment process, update the ‘recruitment tracking sheets’ accordingly.
For LSU: manage the full process until the position is filled and diligently update the ‘recruitment tracking list’
- Write job openings based on positions’ requirements and job descriptions, submit them to the line manager for approval and post the opening on appropriate job sites
- Select workable applications (long list) and submit them to the recruiting managers
- Organize and supervise the written tests (check the content of the test and propose improvements when relevant)
- Organize and participate to interviews, prepare interviews with the recruiting managers
- Conduct reference check for selected candidates
- Make the job offers and coordinate within LSU_HR editing of the employment contract and hiring confirmation
- Organizes and contribute to HR Briefing of the new employees jointly with LSU_HR (led collectively by the 2 LSU HR Officers)
- Follow up the probation period in coordination with the concerned managers, including end of probation evaluation, involve HRM when needed
For Libya: Coordinate closely with TRI_HR once the final candidates are selected and
- Organize interviews in Tunis with recruiting managers and recruitment panel (maintain schedules uptodate on the TS), liaise with Finance, welcome, fleet and chancellery for perdiems and candidates’ reception
- Liaise and support HR team in Libya for HR and Administrative tasks involving Management in LSU
Exigences de l'emploi
REQUIRED PROFILE A successful candidate will:
- High school or professional diploma and 4-5 years’ work experience in a similar field
- Have at least three years professional experience, including at least three years in a similar position
- Have good oral and written communication skills and proficiency in Arabic and English
- Very good communication and organizational skills and team spirit Computer literate with excellent knowledge of excel and power point
- Capacity to apply ICRC rules and procedures
- Capacity of treating information confidentially
- Strong interest in humanitarian
- Have good Analytical skills
